I thought so.

What about a sealed bag containing Sodium Bicarbonate and a weak acid?

okay... the issue is that you need a definate time when the thing will open... thats the problem.

How about this...

A polystyrene package with a bit of cotton attached to it and back to the mortar.

Projected out of the mortar it reaches a certain distance and then the tension in the cotton causes it to break open scattering bbs everywhere.

This however is probably a little too much "scrap-heap-challenge" to actually work... lol

Alternatively we could go back to the idea of using nerf rockets and accept that occasionally people wont be aware that one has fallen close enough to them to constitute a hit.

The nerf rockets are the best idea. I'm pretty sure, with a little thought, they could be filled with flour or talc which would come out on impact.

Certainly, if you wanted to use them for bazooka rounds (and I think you get little ones which would be perfect), it's possible to slit the nose and put water soluble paint or somesuch to 'mark' the target.

If anyone does anything with paint they will find themselves very quickly lying on their backs with a bloody nose.

Lets keep to stuff with NO CHANCE AT ALL of damaging kit thanks.

Got to agree with rich, i'm not mad keen on the idea of paint or talc/chalkdust etc being on my kit.

bbs or foam rockets, fine.

Whats wrong with crow scarers and a Black widow catapult.? I've been using this as a pocket sized panzerfaust for a while now . Would'nt use em indoors , but in woodland is fine . MK5's work with it as well , I just prefer cs's cos they are so much cheaper.
